Dear Sirs:

It has been suggested that I write to you about my observations of an unusual satellite.

On Monday, September 23, 1963, between 9:50 and 9:55 P.M., E.D.T. I observed a bright object travelling from east to west at - high speed (i.e., high for such objects). My point of observation at this first sighting gave a very limited view. Realizing that this was unusual in both speed and direction, I estimated when a

Dear Mr. :

This is in response to your letter of September 30, 1963, regarding your observations of an unusual satellite.

Our Foreign Technology Division has investigated your report, however, since you believe that the object was not aircraft, it is not possible to evaluate your sighting. All known satellites have an easterly inclination to their orbit at this latitude. The closest point to Eagles Mere at which we can pinpoint the satellite Echo on the night of September 23rd is Scranton, at which time Echo appeared at 7:44 p.m. north of the city, 67 degrees above the hori
