30 December 1964 Dear Mr. [redacted] This is in reply to your letter of 17 December regarding an unidentified object observed in June, 1964. One of the objects sighted was likely ECHO II. ECHO II was in the area heading northeast at the time of your observation. The information which you presented did not include the duration of the sighting or the direction in which the objects moved. It is most likely that ECHO II was observed in conjunction with an aircraft at high altitude, and the apparent turn of one object was the aircraft making a change in direction. They appeared to meet (or come very close) at which point one of them neared away at an apparent higher speed and at an abrupt turn. They other continued fairly constant in direction and much slower than the first. We were able to follow it for some time. Its perky appearance (with even light intensity) makes Echo a likely candidate. A rough diagram follows with Ursa Major added for orientation. -3- Both diagrams seem to show the abled and dotted lines as colinears. In actuality this was not the case. In fact, one immediate fact we all recognized was the difficulty in deciding which object weered and which remain constant. A later interviewed my friend, who had not entered into the initial discussions. He wanted to keep his own observations firmly in mind. As I mentioned, his observations were very similar to my own.
