I. Description of Incident
An airman sighted an unidentified flying object at 0815 S. The object was round and small and appeared to be whirling at its top. It moved NNE, changing color in sequences of red, blue and white. From time to time, it maneuvered erratically.

II. Discussion of Incident
The report is lacking in background data. From the description, the object could possibly be a balloon.

III. Conclusion
Insufficient data to evaluate.
