The point I want to make is that when I quote the text of a Venona message the quote will be verbatim, but 
I will usually not use the footnotes or footnote format that appears on the translations. On occasion I will use 
slightly different formats and some shortcuts or editorial aids. 
As to the method of transliteration, I use whatever I'm quoting or take the most frequently used form -
inconsistencies will appear.
