I. DESCRIPTION OF METHODOLOGICAL PHENOMENON

A. Circumstances

1. Captain (SUBJECT) and Pad Lt. (SUBJECT) and Pad Lt. (CONTENTS) had just landed from a local flight station walking toward the 10th Squadron Operations Building. It was at this time (POP02), 14 August 1951, that they observed the phenomenon.

B. Description

1. While on the ramp, SUBJECT and companion first saw a light in the South of KUSIM MAIN AIR BANK. The light seemed to fall slowly as though suspended from a parachute,
