1. Reference the attached report from [redacted] and Charles Fedak reporting an unidentified flying object.

2. The object sighted by Mr. [redacted] and Mr. [redacted] was ECHO I. ECHO was to the South of the city at twelve degree elevation, moving northeast at the time of the sighting.
