MEMORANDUM FOR RECORD:

1. This piece of equipment was originally reported as unidentified only as to
it's origin and purpose. The equipment was shipped to ATIC, and was subsequently
found to belong to . They requested that it be returned to them,
and when representative in Dayton, presented himself to
ATIC the equipment was turned over to him.

2. The equipment is called a water beacon, which has a small radio transmitter
in its center. The transmitter sends out a signal for tracking purposes.
