1. The following information is being furnished for the information of Headquarters OSI, and also for the information of District Office No. 5 because it concerns an incident which occurred within the jurisdictional confines of that office.

5. With Capt. KINISON in the B-25 were a Colonel WADMAN of the Pentagon, a Lt. Col. SHOCKLEY also of the Pentagon, another colonel whose name the captain did not recall, and the crew chief. All of these persons observed the lights in flight.

6. All of the officers aboard the B-25 were pilots, and Capt. KINISON has had over 3,000 hours flying time and has had

A/C Landing lite at 8-10 miles.

Dead ahead on horizon; appeared stationary for 30-40 secs. Suddenly gained act rapidly (10-15 elev in 6-7 secs). Again stopped. Moved to left and passed it on right. (Above & to left at that time). Appeared to retain intensity throughout. Slow moving, if at all.
