ATCT reported an unidentified aerial phenomenon to the NE at approximately FL400 and above, unable to determine distance.
The unknown phenomenon was 5 or more lights moving in a circular pattern, changing intensity, consistent with a holding
pattern, but not always in a circular pattern. Appeared to be at different altitudes. The UAP was not observed on ATC
