This letter is in reference to your report of an unusual aerial observation north of Newton, Ohio on January 27, 1964.

The information at hand seems to indicate that you observed a meteor rather than a flare, however, we are attaching an FTD Form 164 for additional details, in order than a further evaluation may be attempted. Inclosed also is a self-addressed envelope for your convenience is returning the completed Form to this Headquarters.

1. Reference the attached report regarding a sighting by Mrs [redacted] of an unidentified flying object on 27 Jan 64.

2. The information indicates a meteor observation is more likely than a flare. However, it is suggested that an FTD Form 164 be forwarded to the witness in order that our evaluation may be completed.

OJL Detach 11 February 1944.

As an instructor, OJL, 24 January 1944, she observed that
appeared to be a video flare in the sky north of Newton, Ohio. She
flare appeared to have fallen to the ground but she was unable to
return to the flare. In the best of
