Narrative

At approximately 0030 local time on 19 September 1976, civilians in the Shemiran area of Tehran reported strange bird-like or helicopter-like lights in the sky. An F-4 was scrambled from Shahrokhi AFB at 0130 and lost instrumentation and communications upon approaching within 25 NM. A second F-4 launched at 0140 obtained a radar lock at 27 NM but the object maintained distance. A second smaller object emerged from the primary object and headed toward the F-4; the pilot's attempt to fire an AIM-9 missile was thwarted by weapons-panel failure. The report was sent on 22 September 1976 to the Secretary of State, CIA, White House, DIA, and SecDef.
