Narrative

Civilian observer using binoculars and 35mm camera reported objects at 01:20Z on 26 March 1956 from East Gary, Indiana. Three objects in formation (west, north, northeast) with color-changing characteristics and up-and-down circular motion. Reported by photographer Elmer Budlove of Gary Post Tribune. Analysis suggested sighting was generated by heavenly bodies (Jupiter and stars) although observer denied this. A reviewing officer noted skepticism about the observer's reported wind velocity variations during photography.
