Narrative
On 25 August 1955 at 0750Z, a civilian observer in Green Bay, Wisconsin reported an elaborate sighting via the Green Bay Filter Center: two balloon-shaped objects 50 ft x 30 ft, approximately 20 small planes the size of P-40s with bulbs on the underside, two small five-foot helicopters with shearing-edge rotor fins, and two flying saucers emitting red streaks through holes in the rear, accompanied by a whispering sound. The observer also claimed a small man parachuted into the street, ran behind a house, was followed to another helicopter; a small barefoot print and a small two-heeled shoe print were left. Reddish bubbles resembling soap bubbles fell at daybreak. Local police investigated and saw only stars; detectives reported the observer seemed sober and sane though sick the prior two days; his wife was uncertain. Weather was hazy with high ceiling, good visibility, thin cloud cover. The 676th ACWRON at Antigo, Wisconsin forwarded the report. The 4602D AISS concluded the sighting was possibly a balloon.
