Narrative
Object first observed overhead at GOC location NH 1138 at 15:39Z on 21 April 1956. Multiple GOC posts (volunteer civilian observers and military 1/Lt Samuel A. Biondo and S/Sgt James A. Smith) tracked object moving slowly northeast at high altitude from 15:39Z to 18:36Z. Reports filed from various positions through Richmond area. An F-94C from Langley AFB attempted to intercept at 45,000 feet but had to return due to fuel shortage; a civilian light aircraft from North Field went to 6,000 feet but was no closer. Capt Samuel W. O'Brien, Richmond Air Defense Filter Center Commander, concluded object was a balloon at high altitude.
