Claims to have directed AATIP at OUSDI ~2010-2017. AATIP itself was, per AARO 2024, never a chartered DoD program — it was an informal post-2012 OUSDI label. Pentagon (Sherwood 2019; Reid memo) and Lacatski (AAWSAP director) say he had no AATIP responsibilities.
